While guns, tanks and bombs command the attention of every war story, one of the most important elements for keeping a soldier healthy is clean, serviceable clothing whether on the front line or during training.

Laundry or clothing was one of the biggest challenges of the Revolutionary soldiers. Until the early 20th century, military clothing was handled by laundresses that traveled with each regiment.

Even though the Quartermaster Corp can trace its beginning to June 16, 1775 under General George Washington, the quality and consistency of the laundry services varied widely. Uniforms were most often replaced with whatever clothing was available when worn out rather than cared for properly.

Each soldier was responsible for his own laundry and clothing care. If there was a laundress attached to the unit, she was paid by each soldier. Some men did not have the money or care and their clothing was seldom cleaned. As a result, there was substantial loss of combat manpower due to disease.

By the turn of the century, the health risk factors associated with poor personal hygiene were well known. The British forces lost 21,000 soldiers to diseases during the Crimean War. They set about establishing standards of field hygiene, appointed field sanitation officers and published manuals on clothing sanitation.

Medical officers knew that clothing provided a perfect home for a persistent disease carrier--the common louse. Foot problems were persistent due to bacteria-riddle socks.

World War I marked the first real attempt to provide front line soldiers with clean clothes through laundering and sanitation. The risk of massive non-battle disease, coupled with the advent of chemical warfare, kicked slow moving sanitation plans into high gear.

The first American military portable laundry unit was completed in October 1917 by the Broadbent Portable Laundry Corporation. It consisted of four trailers carrying the laundry equipment, two trailers carrying supplies and a steam tractor as prime mover and power source.

Laundry companies were organized to operate the systems led by one second lieutenant and 37 enlisted soldiers. These companies were attached to units who could provide hardstands, good roads and considerable maneuver space. 

Unfortunately WWI front line soldiers never received adequate laundry service as most of the units were operated primarily in the rear. More than 90 percent of the soldiers on the front line had disease-carrying lice.

In the years before World War II, the mobile laundry and sanitation units were redesigned into smaller units with a washing machine, an extractor and two steam-heated tumblers for drying clothes. Contracts were let for 1,331 systems and by October 1942, several hundred had been shipped to mobile laundry companies for training.

Technological changes and innovations continued throughout World War II. An airborne laundry system with two self-contained skid-mounted units needing only fuel, water, and oil to operate.

It could be mounted in either a C-47 or a CG-4A glider. The system was designed to service soldiers at isolated sites far from fixed facilities, primarily on the islands of the South Pacific.

With the new units capable of reaching the front lines, the "laundry men" had to pull patrol duty, fight snipers and survive many bombings. One laundry platoon followed Lieutenant General Patton across France and set up on a river bank. In the midst of a battle between American tanks and German Infantry, Technical Sergeant Rufus Pressley, the platoon sergeant, and his men "joined in the fight, captured eight Germans, killed a few, and chased off the remainder." (Quartermaster Training Service Journal, 10 November 1944, page 24.)

The Korean Conflict had a much greater emphasis on forward clothing exchange and bath operations followed by laundry support.

The 1st Cavalry Division Quartermasters established a clothing exchange system with their bath units which provided soldiers with a shower and clean clothes from a laundered stockpile, all in a matter of minutes. The laundry unit rotated through the division once every 10 days, cleaning the stockpiles of dirty clothes.

For troops that did not have access to laundry equipment, the division Quartermasters set up a "hand laundry" with Korean labor using assembly line techniques. One set of women would hand scrub and then pass the clothes to another crew for rinsing, hand-wringing, and hanging on lines. Dry clothes were taken down by another crew, sorted, folded, and returned to stock. This method was so successful that the division's soldiers usually received two clothing changes per week.

Field laundry operations in Vietnam were a challenge because troops were scattered in jungles with double and triple canopies and unsecured roads. Many of the laundry supply units had to be resupplied by airlift. Most front line soldiers received clean clothes through resupply rather than direct laundry support. Soldiers at fire support bases were either resupplied through routine deliveries or they received a change of clothes and a bath when they rotated back to a forward support area. WWII units were still in use and could not handle the demand. So many soldiers again turned to local laundresses for laundry services.

The current Laundry and Decontamination Dry-Cleaning System (LADS) offers great improvements in productivity, reliability and meeting the rigors of a modern AirLand battlefield. A LADS is a 40-foot-long mobile laundry trailer that is easily hauled by an M1088 tractor and M871 trailer from location to location. The system can be set up and operational within hours. LADS is now completely computerized making it easier to operate.

LADS uses only environmentally friendly and combat appropriate cleaning agents. The components of the green detergent break apart and disintegrate into the environment without causing chemical damage to soil, so the laundry water does not require waste-water disposal.

By using these nonhazardous chemicals, LADS can be set up anywhere clean (not necessarily potable) water is readily available, allowing SLCR (Shower, Laundry and Clothing Repair) teams to deploy with any unit.

Of course, keeping combat boots looking their best is still the responsibility of each soldier. And, with fewer troops in combat, the care of military uniforms falls to individuals but must still meet Army regulations.

The U.S. Census Bureau refers to the textile services industry as “linen and uniform supply” with two broad product classifications fundamentally defining its facilities and  core offerings:

•Linen supply, from 1,072 establishments, with more than half of the business from rental of flatwork and full dry linen (tablecloths, napkins, bed sheets, towels, etc.) to the hospitality and healthcare industries

•Industrial laundry,1,488 locations, largely engaged in industrial garment rental, namely work uniforms for various manufacturing, retail, and service industries

These segments provide the same specific product types with linen suppliers more focused on sheets, towels, napkins and tablecloths and industrial launderers on work uniforms.

Industrial Garment Rental

Although uniforms have become more fashionable and customized, through the 1990s, most were solid-color or striped work shirts with nameplates (one with the wearer’s first name and the other with the employer name) sewn or sealed on the fabric above the breasts. More elaborate designs were rented but considered “executive wear.” Today’s mainstream uniform shirts are now available in a variety of styles including micro checks, polos, denims and fancy weaves. Wearer and company names are still standard but words and images are sometimes stitched directly into the shirt fabric rather than onto a patch that’s attached. These are also printed on small pieces of vinyl and sealed. Pants have changed, too. The standard industrial pant (navy, black, other dark tone) is less dominant with more charcoal and gray in the mix and the emergence of khakis, jeans and shorts. Most U.S. industrial rental garment wearers receive a clean shirt and pair of pants every day.

Linen Flatwork and Full Dry Rental

The industry’s primary flat linen products are tablecloths and napkins for restaurants and bed sheets and towels for hospitals and hotels. Whites remain the most popular because they blend well into any existing décor but colors and patterns are becoming less costly thanks to better technology in linen manufacturing. Improvements in fabric technology have created new blends of synthetic and natural fibers so that goods are more durable and resistant to degradation from repeated washing, drying and ironing. These processes have become more refined as well, also contributing to longer linen life. Stains are released more easily, colors do not fade and lint is minimized. These enhancements contribute to a higher-quality guest experience for patrons of hospitality and healthcare facilities.

Linen Garment Rental

These include aprons, lab coats, kitchen apparel, scrubs and smocks worn in a variety of manufacturing and retail industries but most closely associated with restaurants, hospitals and other medical facilities. Unlike industrial uniforms, wearers are not measured for these and they are provided in bulk so that any worker who needs a fresh one can quickly find one that fits (S-M-L-XL). This category also includes gowns for healthcare patients.

Mat Rental

Walk-off mats save money for textile services customers by reducing their cleaning labor requirement and preventing dirt from damaging carpet and floor finishes. These nylon-on-rubber mats are used in doorways and other high-foot-traffic areas and removed and  replaced with identical products weekly or bi-weekly for washing. The industry also provides other types of mats including anti-fatigue for cushioning workers’ feet at stand-up workstations and scraper for use outdoors or indoors wherever dirt and grime need to be coaxed off shoes. Increasingly, technology is making it easier to customize mats for branding, i.e., logo mats and to deliver relevant messages.

Other Products and Services

Our industry’s dust control products such as industrial wipers (shop towels), mops and cloths help keep workplaces clean.  Leases of goods not laundered (usually uniforms) and merchandise resale (such as direct sale of higher-fashion garments) provide garments to workers who wash their lightly soiled work apparel at home. Our replenishment services for first aid and restroom supplies (air freshener, hand soap, cloth roll towels and paper products) improve workplace hygiene. We also do contract work for other launderers.

Learning how to do laundry is not difficult. Today’s fabrics, detergents, and machines take most of the mystery and mistakes out of the process. Follow these ten basic steps for washable clothes and you'll have clean laundry to wear and use tomorrow. But, first determine if your clothes really need to be washed. You'll save time and money if you follow these guidelines for cleaning men's and women's clothes.

Step One - Read the Labels

Check the care labels on your garments and linens. They will tell you whether an item can be machine washed. Every type of fabric has properties that determine how it reacts to heat, water and cleaning solvents.

Place all clothes that are labeled “wash separately” or “hand wash” into separate piles. As a novice launderer, if it says, “dry clean only,” believe the label and place in a bag to take to the dry cleaners. 

Step Two - Sort

Start by sorting the laundry by color. Whites, pastels, light gray and white background prints will go in one pile. Deep colored clothes – black, red, navy, brown, dark gray – go in another pile. 

Step Three - Sort Again

Sort each pile one more time by type of fabric. For instance, in the whites pile separate towels and sheets from apparel. In the dark colors, separate t-shirts and jeans from lighter weight items like blouses and dress shirts.

Washing by fabric type allows you to use different water temperatures and keeps drying cycles simple. To reduce lint, never wash lint producing fabrics and lint attracting fabrics together!

If there are not enough items for a full washer load of each type of fabric and you are in a hurry, you can wash all of each color together.

Just be sure to choose the washer cycle to fit the most delicate garments in the load.

Step Four - Pick a Detergent

Select an all-purpose laundry detergent and read the directions to determine how much to use. If clothes have stains, pre-treat them before washing by using a stain remover or a bit of the laundry detergent. Add the detergent to the washer drum or dispenser before loading to prevent residue on clothing.

Step Five - Pick a Washer Water Temperature & Cycle

Unless your clothing is caked with dirt and heavily stained, washing in cold water will serve your needs and prevent most laundry disasters. The exception is cotton underwear and bed sheets that need hot water to remove body oil. Bed linens and towels need to be washed at the highest recommended temperature at least every other wash to sanitize. Always rinse in cold water. Choose the best washer cycle for the fabrics in the load.

Check that all pockets are empty – no tissues or paper - to prevent disasters.

Remove any accessories such as belts and jewelry. Close all zippers and buttons.

Step Seven - Load the Washer

Load items into the washer one at a time, making sure they are not in a wad. Do not cram the washer too full.     The clothes need room to move about in the water. To protect fabric finishes and reduce the “washed out”look, turn knitted items, corduroy, textured fabric and dark colors inside out. 

Step Eight - Unload the Washer

Promptly remove wet laundry from washer to lessen wrinkles and prevent mildew. Hang items to air dry, lay flat to dry or place in dryer.

Step Nine - Load the Dryer

If you did not separate loads by fabric type when washing, do it now before placing items in the dryer and dry all lightweight items together and then all heavy fabric items at the correct dryer temperature.

　　“水坡镇横堤村村干部在确定贫困户时竟采取抓阄，这种看似公平实则伤害群众利益的做法要坚决纠正……”近日，在河南省尉氏县纪委监委召开的整治不担当不作为问题专题会上，该县纪委监委负责人通报了近期查处的扶贫领域不担当、乱作为的典型案例。

　　前不久，10余名群众到尉氏县纪委信访室反映水坡镇横堤村贫困户认定通过抓阄来确定。收到反映后，该县纪委监委立即开展调查。经查，2016年7月，时任村党支部书记步某某等7名村干部采取抓阄的方法确定“贫困户”名单并上报扶贫办，导致有15户不符合贫困户标准的家庭位列其中。随后，横堤村党支部书记步某某、村委会主任郭某某因在脱贫攻坚工作中存在不担当、乱作为现象，分别被撤销党内职务。

　　今年以来，尉氏县纪委监委聚焦扶贫领域腐败和作风问题，制定了《尉氏县脱贫攻坚中侵害群众利益腐败问题集中治理工作方案》，严查扶贫领域的形式主义、官僚主义、不作为、慢作为等问题。截至目前，该县共处置扶贫领域问题线索28件，立案15件，初核了结9件，党纪政务处分9人，组织处理7人。（本文原题为《谁是贫困户竟然靠抓阄 河南尉氏2名村干部被查》）

　　中国青年网北京9月10日消息，近日，多篇名为“耿丹学院化粪池爆炸致学生腹泻”的消息在社交媒体上流传，引发网友关注。针对此事，北京工业大学耿丹学院多次在学校官方网站发布情况说明，称学校化粪池未出现任何异常情况，更不存在爆炸等情况。10日上午，北京工业大学耿丹学院一名老师对中国青年网记者说，网传都属不实信息，多名学生出现腹泻情况，区检疫部门表示或与诺如病毒有关。

　　将“李鬼”打扮成“李逵”，这相当于给坑蒙拐骗的非法医疗机构及其广告大开方便之门，为魏则西式悲剧的重演埋下伏笔。

　　据央视报道，近日，有不少在上海求医的患者反映，按照百度搜索的“上海复旦大学附属医院”页面，去了在搜索结果中排名前列的“复大医院”就诊，花大价钱看病也没见好，再去三甲医院复诊后方知原来只是小毛病。日前，上海市工商局表示，复大医院涉嫌虚假宣传，已对其立案调查。

　　正如网友所言，“还是原来的配方，还是熟悉的味道”——医疗竞价广告又一次在众目睽睽之下被人戳脊梁骨。事实上，医疗竞价广告从未退场，只是自魏则西事件后手段更加隐蔽、套路更深。

　　仅今年以来，百度就多次被媒体抓了现行：今年4月，一篇名为《竞价医疗广告转战移动端》的报道，直指百度移动端与网站存在“双重标准”；5月，新华社刊文指出医疗竞价广告公然把公立名牌医院搜索名称卖了，其中包括“搜李逵出李鬼”等套路；几天前，作家六六更是直言“百度都是骗子广告链接”……

　　两年多前，魏则西用生命换来了“魏则西条款”，医疗信息的竞价排名模式由此纳入医疗广告监管范围。但事实证明，问题并没有得到根本解决，不少搜索引擎依然与某些医疗机构有着不明不白的关系。每次面对舆论危机，他们的应对方式也很俗套，无非是道歉、整改、辩解等，但风头一过即重操旧业。

　　百度之所以不顾吃相难看，与某些医疗机构“合作”，是因为医疗竞价广告是一块关乎企业利润格局的“肥肉”。震惊全国的魏则西事件曾倒逼百度推广业务转型，但“割肉”之痛，使其似乎顾不上“诗和远方”，不愿从非法医疗广告“黑产”中抽身。

　　监管体系的弊端也给秉性难改的搜索引擎公司提供了可乘之机。说到底，罚得太轻，在巨大利益面前，与其谈道德、讲责任，无异于与虎谋皮。只有违法的成本远高于攫取的利益，违法企业才会弯腰捡起碎了一地的节操。

　　在互联网时代，百度等互联网企业能影响的人比以往任何时候都多，信息的流动比以往任何时候都快。这种情况下，龙头企业收钱后，人为干预甚至引流搜索结果，不惜将“李鬼”打扮成“李逵”，这相当于给坑蒙拐骗的非法医疗机构及其广告大开方便之门，为魏则西式悲剧的重演埋下伏笔。

　　生命安全是互联网企业任何时候都不能逾越的一条底线。假如互联网企业一再挑衅社会底线、触犯众怒，屡屡“在哪摔倒就在哪趴着不起来”，监管部门不妨借鉴其他国家针对互联网企业不法行为开出“天价罚单”的案例，也祭出“天价罚单”以正本清源。

　　最近，室内环境问题引发了社会的担忧。

　　本月初，一篇《阿里P7员工得白血病身故生前租了自如甲醛房》的文章，将自如租房和各个平台的长租公寓推上了舆论的漩涡，文中称阿里员工王某今年1月在杭州租住自如的房间，仅半年后，就患急性髓系白血病身故。而上个月，有媒体报道浙江绍兴市“义峰山放射性石料流向民居，辐射超标”，也引发众人关注。不过，上月底，绍兴市越城区官方微信通报，来自义峰山流向民居的石料“放射性水平与全国普查室内的水平基本一致”。

　　住宅中使用的建材石料，其辐射是否有相应的标准和规定？应对室内可能存在的辐射和甲醛超标风险，我们需要怎样提高警惕？

　　石材辐射，国家有一系列明确标准

　　前些年，关于天然大理石辐射超标的争论相当普遍。生态环境部核与辐射安全中心研究员商照荣说：“对于石材辐射，国家是有一系列明确标准的。”如原国家质量监督检验检疫总局2010年颁布的国标《建筑材料放射性核素限量》中，对建筑材料的放射性水平限值给出了具体规定。在该标准中，按照Ⅰ类民用建筑、Ⅱ类民用建筑分别对建筑主体材料、建筑装修材料中放射性核素的含量进行了规定。

　　辐射对人体的伤害分成外照射和内照射两种，放射性元素产生的射线从皮肤等部位侵入，叫外照射；人吸进了含有放射性元素的气体，射线会在人体内部直接作用在器官上，这是内照射。商照荣说，只要达到上述标准中对建筑材料中放射性核素的规定，就表示建材可以满足住宅等建筑对放射性指标的要求。

　　不过，业内人士指出，市场管理部门无法对所有的石材产品一一检测。根据有关管理规定和国家标准《可免于辐射防护监管的物料中放射性核素活度浓度》（GB27742-2011）等要求，只有物料的天然放射性核素活度浓度超过1贝可/克（Bq/g）的非铀矿，才需要纳入辐射环境保护监管。

　　绍兴市委托第三方专业机构，分别对义峰山矿石场生产的石料及混凝土产品取样并检测，检测发现，义峰山矿石场破碎形成的产品和5家混凝土企业的原料，“样品中各天然放射性核素活度浓度均小于《可免于辐射防护监管的物料中放射性核素活度浓度》的标准要求”。

　　商照荣说，从目前监测结果看，义峰山石料矿的开采活动是不需要进行辐射环境保护监管的。

　　室内氡浓度超标，仍可补救

　　住在绍兴有关小区的居民可以松一口气了。但是，还是有不少人担心：一旦住房内的放射性指标超标，其最大的危害是什么？相应的控制标准和防护措施又是什么？

　　商照荣说：“如果住房建筑材料中的放射性核素超标或过高，对人产生的最大危害应该是建筑材料中镭-226释放的氡。氡作为一种广泛存在的天然辐射源，占天然源产生的总辐射剂量的50%左右。”

　　世界卫生组织将氡列为19种致癌物质之一。自1990年以来，各国都相继制定了居室内氡的干预行动水平，国际放射防护委员会出版的《住宅和工作场所中氡-222的防护》中建议，氡-222干预行动水平是200—600贝可/立方米。而在我国，根据《室内空气质量标准》《室内氡及其子体控制要求》等，要求室内的氡及其子体的浓度控制值的水平分别为新建住宅100贝可/立方米，已建住宅300贝可/立方米。

　　不过，商照荣解释，即使已建建筑室内的氡浓度超过要求，也能通过自然通风和机械通风等措施进行补救，以尽可能地降低室内氡浓度、减少可能受到的照射剂量。“需要说明的是，已建住宅行动水平300贝可/立方米对应的有效剂量约为10毫西弗。该值与全世界范围内天然照射典型高值1—10毫西弗/小时是一致的。因此，即便住宅内的氡浓度达到300贝可/立方米，也不会损害健康。”

　　“从辐射防护最优化的角度出发，需要采取补救和防护行动以降低氡浓度，开窗通风是最简单易行且效果明显的方法。因为氡有从地下、墙壁向室内空气缓慢的扩散过程，只要室内外保持一定的空气交换，室内氡浓度水平就会降低。”商照荣说。

　　便携式仪器误差大，辐射风险低于想象

　　随着我国公民环境和健康意识的提高，在淘宝网上买台便携式的仪器来测一测空气、水和辐射数值也成为一个很普遍的情况。科普作家、“科学声音”成员汪诘说，绍兴放射性石料事件的源起，就是有人使用环境监测仪在室内进行取点检测，仪器显示检测结果在0.25—0.35微西弗/小时，以每天接触8小时计算，认为辐射值已超过国际辐射每年接触限值1毫西弗。

　　汪诘说，环境中的辐射真正能被人体接触到的是很少一部分，人们穿衣服、盖被子等，都能挡掉一部分辐射。因此，不能简单地把0.25—0.35微西弗/小时乘以8小时，再乘以365天。此外，便携式检测仪受仪器的原理、制作等限制，测出来的数值的误差极大，误差高达数10倍都不罕见。

　　国际电离辐射防护委员会公布的数据显示，每接受1西弗，即1000毫西弗的照射，人一生中罹患癌症的风险增加5.5%。汪诘提醒说，因辐射而罹患癌症或其他遗传性疾病的风险，远比普通人想的要低。“如果你在一个房子里已经住十多年了，你还没有患上什么放射病，那么你因房子放射性得癌症的风险基本不存在了。”

　　甲醛导致白血病？有可能冤枉了它

　　由于天然石材数量有限，价格较高，在家居装修中，经常会使用大量的人工石材。其中，黏合材料中大都含各种有机溶剂及甲醛等，也会成为室内的重要污染源。

　　室内甲醛的安全标准是低于100微克/立方米，根据世界卫生组织的文件显示，在对我国6000户完成装修一年内的住宅进行检查，竟然发现甲醛浓度的中位数是238微克/立方米，意味着有一半以上的新装修房，甲醛浓度超过标准的两倍以上。

　　近期，自如CEO熊林在微博多次声明回应对自如的质疑，他表示，9月1日开始对所有首次出租的房源全部下架检测，并承诺所有检测报告都会放到网上，检测合格后再进行出租。不过熊林同时表示，甲醛超标的问题可能有很多原因，比如说秋天住进去的时候检测是合格的，到了第二年夏天的时候，因为室内密闭、气温上升等原因，甲醛的单位排放量又会升高。

　　对此，也有专家认为，自如的“委屈”并非毫无道理。“那篇传播甚广的自如租房房客入住不久后就检查出白血病，并将此归因于甲醛问题，从这点上看，是‘冤枉’了甲醛。”9月9日，原中国医学科学院研究员、北京协和医学院教授王晨光博士对科技日报记者表示，“研究结果显示，即便甲醛有可能诱发白血病，但并不是唯一的诱发原因，更不要说肿瘤发生是个漫长的过程，短期接触即诱发白血病的机会甚至可以忽略不计。”

　　无独有偶，美国宾夕法尼亚大学医学院副教授张洪涛也认为，虽然世界卫生组织国际癌症研究机构将甲醛列为第1类致癌物质，但目前的研究结果只能证明，甲醛会增加白血病的发病风险， 现有的证据还无法确认甲醛和白血病的因果关系，还需要进一步的研究证明。

　　西安雁塔区：官网现“奇葩回复” 三人被处理

　　政府网站咨询“光荣军属”事宜，回复“去银行升级”。8月27日，记者从陕西省西安市雁塔区纪委监委获悉，因为这一条“奇葩回复”，网站具体责任人及科长受到警告处分，区政府办副主任受到诫勉谈话。同时，分管副区长登门致歉。

　　据了解，今年7月底，一名群众在雁塔区政府网站“互动交流”板块留言，咨询“光荣军属”有关事宜。原本一个简单的问题，没想到政府网站工作人员却闹出了“笑话”，在回复留言时，答非所问，不着边际。其中，最奇葩的一句回复竟然是告诉群众：“去附近的银行进行升级”。该“奇葩回复”事件被网络曝光后，造成不良社会影响。

　　获悉这一情况后，雁塔区纪委监委主动出击，第一时间介入调查。在迅速查清相关问题后，该区纪委监委依纪依规对政府网站具体责任人于某给予警告处分；工作中把关不严的科长李某也受到警告处分；区政府办公室副主任杨某受到诫勉谈话。此外，区政府办公室被责令召开专题民主生活会，剖析问题原因，提出改进措施，向区委、区政府作出深刻检查。

　　“出现这样的问题，我们深感自责。由于我们的工作失误，相关工作人员责任心不强，给当事人及其家庭造成不便和遗憾，我们深感内疚……”受到追责处理的雁塔区政府办公室闻过即改，随后在官方网站发布说明，承认网络曝光的“奇葩回复”问题属实，公开表示道歉，深刻剖析了问题原因，诚恳接受群众批评和舆论监督，并举一反三查找问题，确保不再发生此类问题。

　　在此基础上，雁塔区政府分管副区长亲自登门，诚恳向当事人家属进行道歉，并督促相关部门及时解决问题。（记者 袁战鸿）

　　7月6日，福建某公司法定代表人郑国章因行贿犯罪等，被一审判处有期徒刑五年六个月。在此之前，福建省龙海市委台工办原主任、室务会召集人吴志鸿因收受郑国章等人贿赂等，被判处有期徒刑八年，行贿人和受贿人都受到了应有的惩罚。

　　这是福建省各级纪检监察机关认真贯彻落实“受贿行贿一起查”的要求，依据监察法赋予的监察权限，向“围猎者”与甘于被“围猎者”亮剑的一个缩影。

　　“坚持受贿行贿一起查，让行贿者和受贿者付出应有代价，压缩‘围猎’与甘于‘被围猎’的生成空间。”福建省委常委、省纪委书记、省监委主任刘学新强调。省纪委监委加强与公安机关、检察机关、审判机关及通信、金融等部门的沟通协作，建立情况通报和线索移送等协调配合机制，形成“受贿行贿一起查”工作合力。

　　今年4月，宁化县公安局原党委委员、原副局长张志龙因受贿、违规从事营利活动、徇私枉法等违纪违法问题被开除党籍、开除公职，并被移送司法机关处理，涉及向其行贿的江某等3人也分别被移送检察机关审查起诉。

　　今年5月，诏安县官陂镇原党委书记张俊荣因犯贪污罪、受贿罪被判处有期徒刑七年六个月，并处罚金45万元，涉及向其送钱的11名村“两委”候选人被取消参选资格，并受到严肃处理。

　　受贿行贿一起查，是对腐败零容忍的必然要求，同时也是发现和突破腐败问题的关键一招。《监察法》第二十二条规定：“对涉嫌行贿犯罪或者共同职务犯罪的涉案人员，监察机关可以依照前款规定采取留置措施”。留置行贿人同时给受贿人、行贿人以巨大震慑，能有效防止当事人订立攻守同盟、互相串供、隐匿销毁证据、转移赃款赃物等，将制度优势转化为治理效能。

　　今年2月，龙海市纪委监委对该市市委台工办原主任、室务会召集人吴志鸿进行纪律审查和监察调查。龙海市监委果断对涉嫌行贿的私营企业主郑国章采取留置措施。在审查调查中，郑国章交代了多次向时任龙海市白水镇党委副书记、镇长吴志鸿行贿的违法犯罪事实，令吴志鸿心理防线迅速坍塌，如实交代自己的违纪违法行为。“实践证明，果断对郑国章采取留置措施，对该案的快速突破，起到了关键的作用。”龙海市纪委副书记、市监委副主任郭武俊表示。

　　“受贿行贿一起查，对行贿者形成强大的震慑作用，有利于推动形成不敢、不能、不想行贿的良好氛围。”惠安县委常委、县纪委书记、县监委主任林育伟表示。在这种高压态势下，今年4月，潜逃5年之久的“两非”行贿人员陈锡民在家人的陪同下主动来到惠安县监委投案。

　　“在严查行贿者本人的同时，对于其通过行贿获取的不正当利益，也要依规依纪依法予以没收、追缴和取消，让‘围猎’者付出沉重代价。”福建省纪委监委相关负责人表示，下一步将加强与有关行政执法部门的沟通协作，将存在行贿记录的企业和个人列入“黑名单”，在行政许可、评先创优、资格评定等方面予以限制，真正让行贿者寸步难行。

　　据港媒近日报道，中国正在建造一台价值10亿元人民币的“超导计算机”，这是一种史无前例的机器，能够研发新武器、破译密码、分析情报以及帮助阻止能源需求激增。

　　这一消息再次引起各方对中国超算发展的关注。“改革开放40年来，中国超算技术从无到有，并逐步发展到世界领先水平，在这当中，科研人员求真务实的科学精神、急国家之所需的使命担当发挥了重要作用。”国家超级计算深圳中心主任冯圣中告诉科技日报记者。

　　“无论媒体报道的超导计算机，还是我们正在研发的E级计算机，都是遵循科学规律和国家需求来推进的，不是为了先进而先进。”冯圣中强调。

　　科技日报：超级计算机在各领域发挥着日益重要的作用，您刚才也讲到，科学精神在其中起到重要作用，能否详细阐述一下？

　　冯圣中：我理解的科学精神，就是实事求是、求真务实、开拓创新的理性精神。中国的超级计算机行业发展迅速，已经成为与航空航天、高铁等齐名的中国名片。这是几代计算机人执着探索、开拓创新的结果。

　　还记得当年西方发达国家对中国施行禁运政策，我国千方百计买来一部超级计算机，但要被关在“玻璃房子”里，只能在国外卖方人员的监控下使用，中国工作人员不得接触机器核心部件。这对我们的刺激非常大。通过几代人艰苦卓绝的努力，如今我们有了神威、银河、曙光几个系列，某种程度上，中国的超级计算机可以和发达国家一争高下了。

　　科技日报：超级计算机是重要的理论验证工具，通过它我们经常会发现计算结果与此前理论不符的情况，此时，敢于质疑就尤为重要。您觉得如何才能对此类情况更加敏感，进而取得原创性突破？

　　冯圣中：计算不仅是验证的工具，更是科学发现的手段和技术创新的支点。形象地说，计算的作用可以概括为发现知识、模拟猜想、验证设计、智慧赋能等几个方面，现在讲的第四范式即数据驱动的科学发现，其基础也是计算。

　　一般认为，计算和理论、实验是并行的三个科学发现方法，这三者互补互校。当计算的结果与理论推断和实验观测不符时，我们要检查计算是不是有漏洞，当然，这种不一致也有可能正是科技创新的契机。此时，科研人员要坚持大胆假设、小心求证，敢于挑战原有理论或结论，抓住可能的创新突破点。从这个角度看，超级计算机的应用也有利于促进我国科研人员群体中实证主义的发展。计算是科学精神的载体。

　　科技日报：在我国超级计算机发展过程中，其实也不断有一些不同的声音，认为存在重复建设、利用率低的情况，您怎么看？

　　冯圣中：相比于当前经济社会发展的需求，基础设施建设是需要超前一点的。超级计算机的建设同样如此。当然，由于超级计算机生命周期不到10年，太超前也是浪费，国家应加大这方面的统筹。但更重要的是，要重视超级计算机的应用。这些年，我国超算应用的广度和深度都有大幅度拓展，拿了两个戈登贝尔奖，但提升空间还非常大。我认为，可考虑建立若干个国家级的超算技术应用创新中心，加大超级计算机技术应用研究力度。

　　这也是我们国家超算深圳中心一直努力的方向。深圳作为科技创新之城，建设了鹏城实验室、南方科大等一大批顶级科研机构。他们在产业、科研和公共服务方面对高性能计算需求巨大。自成立以来，超算深圳中心在科学计算、工程计算、云计算、大数据、人工智能以及动漫渲染等领域为深圳乃至全国作出了卓越贡献。目前，超算深圳中心正在积极筹划参与科技部E级计算机研发项目，未来，E级超级计算机将为深圳国际产业科技创新中心和粤港澳大湾区建设提供强劲动力。

　　湖北日报讯（记者彭小萍、通讯员彭栋、杨保华）“我们是来投案自首的。”9月5日，两名涉嫌寻衅滋事的涉恶团伙成员李某、杨某，走进钟祥市公安局胡集派出所。

　　8月2日，涉黑涉恶团伙成员金某国、邓某超、喻某林主动到保康县公安局投案自首；7月21日至25日，涉黑涉恶犯罪嫌疑人汪某、卢某、陈某、邹某到浠水县公安局扫黑办投案自首；6月12日，被悬赏通缉人员盛光辉主动到麻城当地派出所投案自首……截至目前，全省共有937名涉黑涉恶违法犯罪嫌疑人员迫于压力投案自首。“打黑除恶为民除害”“惩恶扬善深得人心”。7月23日，罗田县胜利镇金某、胡某等一行5人手执两面锦旗来到县公安局，表达感激之情。自当地警方立案侦查以张新文为首的涉黑涉恶团伙案并发布悬赏通缉公告以来，不少群众主动提供案件线索，涉案团伙成员陆续落网，大家拍手称快。

　　按照中央确定重点打击惩治的10类黑恶势力，我省结合实际，把侵蚀农村基层政权、垄断行业领域、扰乱市场秩序、影响扶贫脱贫、破坏营商环境等涉黑涉恶行为作为重点打击对象，把打击锋芒始终对准群众反映最强烈的黑恶势力犯罪，力求打深打透打彻底。对群众关注度高、社会影响大的案件，则采取挂牌督办、异地用警等措施，切实排除干扰和阻力，深挖彻查涉黑涉恶案件背后的腐败问题和“保护伞”。

　　扫黑除恶是一场人民战争，必须依靠人民群众的积极参与。为此，我省在宣传发动群众上狠下功夫。

　　各地通过传统媒体和新媒体、网上网下等多种方式宣传，在社区、街道、车站、乡村等人员集中区域设置展板、悬挂宣传标语、发放宣传资料、张贴“两高两部”《通告》等，坚定人民群众同黑恶势力作斗争的信心。

　　省扫黑办、各级公安机关广泛开展宣传教育，通过公布举报电话、邮寄地址、网络邮箱，拓宽举报渠道；通过千警进千企、万警进社区等活动，面对面发动群众；通过悬挂横幅标语、滚动播放电子字幕、推送手机短信，让扫黑除恶的精神和要求家喻户晓，营造出“人人喊打”的浓厚氛围。

　　武汉、襄阳、宜昌、荆州、孝感等地出台有奖举报办法，鼓励群众举报。截至目前，已接到举报线索6000余件。仅省公安厅扫黑办就接到线索2500多件。省扫黑办制定出台涉黑涉恶举报线索办理工作办法，规范举报线索的登记、分流、核查、反馈、督办等工作；省公安厅出台《湖北省公安机关涉黑涉恶线索核查工作规定》《湖北省基层公安机关摸排涉黑涉恶线索业务指南》，强化对举报线索的分析研判，确保群众举报的有效线索件件有着落、事事有回音。

　　“坐在办公室里都是问题，走下去就都是办法”——如今，这句话成为上海市浦东新区党员干部的口头禅。找到解决问题的办法——这既是他们近期广泛开展调查研究的动力所在，也是他们赴田间地头问计问需的目标指向。

　　调研不能止步于发现问题、分析问题，更重要的是要着眼于从建章立制上预防问题、解决问题。调研是不是发挥了作用、产生了价值，群众感受是最好的尺子。

　　调研看的不是走访了多少地方，而是解决了多少问题

　　去年底，浦东新区张江镇某动迁项目启动时，张江镇党委主要领导在调研中了解到居民高先生一家的实际困难——他家和即将实施的动迁征收项目距离很近，因动迁后对居住环境影响较大，想申请带拆。

　　了解到情况后，张江镇党委立刻安排调研组进一步调查相关情况。经研究讨论，镇党委初步判定，该项目实施动迁后，动迁区域只剩下高先生一户人家，以后出行和基础设施上会有较大影响，如果此次不予动迁，在今后较长时间内基本没有动迁安置的可能。

　　经多方协调与沟通，今年3月，浦东新区建交委、区发改委、区环保局、区规划和国土资源管理局等相关部门又派人至现场踏勘，并由新区建交委提出原则同意带拆的意见。张江镇相关部门在最短时间内完善了该户居民家庭的数据录入、面积认定、公示等前期手续。最终，于4月26日正式签订了补偿安置协议。

　　一户带拆的小事，对这户群众来说可能就是天大的事。如果没有妥善处理，不仅会给群众生活、出行带来一系列麻烦，甚至很可能引发其他社会矛盾。而此次浦东新区大调研中，截至8月底解决社会管理类问题21791个，建设交通类问题2738个，公共事业类问题373个，让群众在家门口就能反映问题，坐在家里就能解决问题。而小问题的解决更有效推动甚至盘活了浦东新区健康发展这盘大“棋局”。

　　在大调研中，浦东新区始终秉承“四个坚持”的原则，即坚持大调研与大起底相结合，坚持立新功与理旧账相结合，坚持继承好传统和转变老观念相结合，坚持善用好办法与解决新问题相结合。

　　群众的获得感很实在，就在于一个个具体困难的解决，一桩桩心头事的回应。只有让调研成为决策前的重要一环，成为执行过程中的习惯性步骤与经常性工作，思路与举措才会更加科学严密，也才能真正获得群众好的反响。“只有与解决实际问题相结合的调研，才有持久生命力，也才能真正走进民心。”高先生说。

　　想要群众“买账”，就得把准基层关切、精准对接需求

　　浦东新区泥城镇地处上海远郊，农民自建房的宅前屋后原本并不美观。按照区里统一部署，泥城镇近期开展了“美丽庭院”建设。按照习惯思维，美丽庭院离不开花花草草的点缀，离不开盆景小品的添置。所以按照最初的设计方案，老百姓应该在庭院里种花。

　　但调研中，党员干部了解到，按照过往生活习惯，村民们更爱种菜。结合群众诉求，泥城镇立即调整了方案，把原定的花园变成“小菜园”“小花园”“小果园”三园合一。

　　与此同时，还有一件小事也纳入了调研解决的内容：原来发放给村民的干湿分类垃圾桶，容量和大小与城市居民家用的差不多，但村民一看就不乐意了：“根本不实用，农村杂物多，几把莴苣叶加一簸箕蚕豆壳就塞满了。”镇里马上决定：换！现在，村民家门口的分类垃圾桶，是原来的5倍左右。村民们开玩笑地打趣：“垃圾桶大了，天地也大了，心也敞亮了。”

　　在泥城镇，调研先行已经成为镇、居（村）两级干部的工作自觉。退居二线的老同志也任务满满。经过一系列“硬仗”，泥城镇各级干部越来越明白，当干部就要撸起袖子加油干，休想拈轻怕重走过场。

　　一次有位镇领导问某村干部：“你们拆违进度如何？”村干部回答：“该拆的都拆了。”“那村头的两间房子怎么还在？”村干部当场就懵了。他们不知道，现在镇领导上班前习惯去村里悄悄转一圈。

　　对确定下来的任务举措，要抓紧实施，决不允许以会压会、敷衍了事；对部署的具体工作，要跟踪问效、一抓到底，决不允许只管安排、不管进度，当“二传手”；对一些关键环节，要靠前指挥，决不允许浮在面上、不管不问，当“甩手掌柜”——调研的累累硕果离不开调研工作提出的三个“决不允许”要求。

　　也正是这些规矩，让党员干部在关键时刻真正站出来，不走过场、不“一窝蜂”，而是把“难题”变成“课题”，冲到第一线去找办法、寻“药方”。也正是这样的过程，充分调动了百姓“自家院子自家美”的积极性，旧水缸里种上点金钱草、废弃的扬谷机里添点多肉植物……老百姓参与度高了，小景致多了，“美丽庭院”建设也就变成了你我携手、其乐融融的一桩小美事、大实事。

　　转变的是“等靠要”姿态，提升的是能力

　　“作为纪检干部，我们不能坐在办公室里等线索。而是要把老百姓最难、最愁、最怨的点捕捉上来。”浦东新区川沙新镇纪委书记徐张芳表示。

　　今年以来，川沙新镇纪检监察干部针对调研发现的问题，先后开展了农村春节资金使用、机关食堂饭票发放、公务卡使用管理等廉政风险点专项监督。镇纪委将发现的普遍性、苗头性问题梳理上报镇党委，强化“点题式”精准监督。

　　监督有力了，管理漏洞自然减少了。今年1至8月，川沙新镇纪委收到的信访举报件12件，比去年同期下降了25%。

　　善除害者察其本，善理疾者绝其源。调研既要治问题之标，更要治问题之本。

　　2015年1月至2018年2月，全区共查办居（村）干部违纪案件84件，党纪处分84人，约占全区同期违纪案件总量的12.7%。——这是近日浦东新区纪委监委在区居（村）党组织领导班子换届选举工作动员部署会上给出的数据。

　　“我们在调研中深切感受到，群众最痛恨的就是蝇贪。因此决定在居（村）换届之际梳理出这些发人深省、令人警醒的基本情况，起到警示教育作用。”浦东新区纪委监委审理室同志说。

　　居（村）是党组织的神经末梢。面对群众身边的不正之风和腐败问题，光调研摸情况、拿数据还远远不够，还要实打实地有效解决问题。

　　针对前期调研了解到的情况，浦东新区纪委监委首次提出把候选人初步人选的审核工作作为组织考察的前置工作，严把“入口关”，实行一票否决。今年5月，浦东新区1248个居（村）党组织全面完成换届选举工作，一批讲政治、守规矩、善服务、敢担当的优秀党员进入居（村）党组织领导班子。

　　此外，浦东新区纪委监委督促相关职能部门完善制度规定，扎紧财政扶持资金、农村集体“三资”监管、拆迁补偿、村务公开等方面制度的笼子，完善责任链条，形成长效机制。

　　从群众中来，到群众中去。只有“下去走走”成为工作习惯，“唠唠家常”成为工作常态，才能听到最基层的真实心声、摸清第一手客观数据、直面第一线问题困难，形成针对性、指导性、操作性强的意见与办法，真正通过调查研究确保全面从严治党决策部署与各项任务落下去、实起来。

　　9月8日，黑龙江省国有资产监督管理委员会原党委副书记、主任韩冬炎被开除党籍和公职。黑龙江省纪委监委在通报中用了近400字描述韩冬炎种种违纪问题，“违反群众纪律，政绩观扭曲，盲目铺摊子、上项目，搞劳民伤财的‘形象工程’、‘政绩工程’，使国家利益遭受巨大损失，留下沉重财政包袱和信访问题”是其中重要一条。据媒体报道，韩冬炎在主政齐齐哈尔等地期间，常以“敢说、能说、会说”形象示人，热衷标榜自己的能力和政绩。他曾在接受记者采访时说“有个别个性突出的人拿财政的钱去干了他们最想干的事，也就是社会上说的‘形象工程’、‘政绩工程’”，这句话到头来却成为对其自身行为的讽刺。

　　党的十八大以来，全国各地对“形象工程”、“政绩工程”的治理力度持续加大，“无脑”规划、“奇葩”建筑日渐减少。但从各地通报案例来看，仍有少数领导干部热衷于“垒假山”“造盆景”：一些地方“不建楼堂建场馆、不顾实际造景观”，争先恐后建大亭子、大牌坊等，大得出奇、阔得离谱；一些城市的科技馆、图书馆、博物馆过分追求所谓“时尚范、艺术味、国际化”，却忽略了基础功能、便民设施；有的地方目光短浅、急功近利，为了“面子”光鲜不惜破坏生态环境“里子”，“看得见山、望得见水、记得住乡愁”的家园变成了冰冷的“水泥森林”……这些行为，不仅造成了财政虚耗、资源浪费、环境破坏，更破坏了党和政府的形象，伤了老百姓的心。

　　“形象工程”出现的根源，在于少数领导干部政绩观的扭曲。有的领导干部缺乏真抓实干的能力，却很会往自己脸上贴金，怎样才能省时省力地展现自己的“治理能力”、如何满足内心的“政绩冲动”，搞“形象工程”往往成为他们的优先选择。与此同时，有些地方的权力监督制约机制不健全，领导干部手中权力不受约束，集体决策形同虚设，客观上也为一些“形象工程”盲目上马提供了可能。

　　一个地方的形象，不是靠一两个华丽景观撑起来的；领导干部的政绩，不能建立在“形象工程”之上。习近平总书记反复强调，“要求真务实、真抓实干，做工作自觉从人民利益出发，决不能为了树立个人形象，搞华而不实、劳民伤财的‘形象工程’、‘政绩工程’。”《关于新形势下党内政治生活的若干准则》规定，“对一切搞劳民伤财的‘形象工程’和‘政绩工程’的行为，要严肃问责追责，依纪依法处理。”新修订的《中国共产党纪律处分条例》第一百一十七条在原有条文基础上，增加了“搞劳民伤财的‘形象工程’、‘政绩工程’”等内容，并针对“情节严重的”，处分由“撤销党内职务或者留党察看”改为“撤销党内职务、留党察看或者开除党籍”，释放了强烈信号。

　　要求已明确，落实在行动。工程能不能上、项目能不能建，多向群众征求意见，多在集体决策中斟酌完善，摒弃个人政绩之“小我”，致力于民生民心之“大我”，才是堂堂正道。

　　当前，中美经贸摩擦引起了国内外的广泛关注，国内出现了一些疑虑、慌张，甚至有人惊呼“狼来了”。在这种情况下，需要我们放宽历史视野，在更高层次上“睁眼看世界”，总结世界强国兴衰的经验教训，认清我国所处的历史方位，正视各种外部挑战，齐心协力把自己的事情办好。

　　一、新兴国家在发展进程中普遍经历了一个关键性阶段

　　随着15世纪地理大发现和新航路的开辟，各大陆日益联为一体，人类历史进入真正意义上的世界史。500年来，一些国家相继崛起，你方唱罢我登场。其中，荷兰、英国和美国先后称雄世界，法国、德国、日本、苏联等国，也曾不止一次地向更高目标发起冲击，但最终没有成功。其间群雄逐鹿，此起彼伏；风云诡谲，步步惊心，呈现出一幅幅兴衰交替的历史画卷。

　　“海上马车夫”荷兰从1609年彻底独立到17世纪中叶成为当时世界强国，用了半个世纪左右。英国在资产阶级革命后迅速发展，到1784年打败老对手荷兰，用了100多年时间。

　　第一次工业革命之后，在科技进步和工业化生产的推动下，大国崛起速度明显加快。美国从1865年结束南北战争到1894年工业总产值跃居世界第一，用了约30年。法国自1789年爆发大革命，到1810年打败欧洲大陆主要对手，成为欧洲强国，用了20年。德国从1871年统一到1913年首次成为世界第二大经济体，用了42年；1938年再次跨入世界强国之列，主要工业指标位居世界第二位，用了20年。日本从1868年实行明治维新，到1905年打败俄国成为世界强国一员，用了不到40年；二战后，日本又经过30多年成为世界第二大经济体。苏联从1917年十月革命到1941年苏德战争爆发，用了不到30年成为世界强国之一；战后重新投入建设，又用了30年时间，到上世纪70年代中期成为与美国抗衡的超级大国。

　　在世界新兴国家由大而强的过程中，都经历了一个关键性阶段。这个将强未强的特殊历史阶段一般为10年左右，在此期间，相关国家面临的风险和挑战较前明显增大，事关兴衰成败。在这方面，英、美是成功的典型，法、德、日、苏则提供了历史教训。

　　英国在1763年击败法国成为欧洲强国，首次骄傲地自称“日不落帝国”，此时与其1784年彻底取代荷兰在世界上的地位之前，存在一个关键性阶段。这期间，英国通过工业革命，创造了“比过去一切时代创造的生产力还要多”的生产力，加快了向工业社会的转型，成为第一个“世界工厂”，为英国进入全盛时期打下了坚实基础。

　　美国在南北战争后积极采取措施缓和南北矛盾，实现国家重建，到1894年成为世界第一大经济体，开始步入关键性阶段。尽管美国在经济体量上占据世界首位，然而其综合实力还不如英国。尤其是，美国国内问题丛生，垄断加剧，腐败横行，社会矛盾尖锐。西奥多·罗斯福就任美国总统后，大力开展以反垄断为主要内容的社会进步主义运动，出台了一系列改革措施，赢得了“托拉斯爆破手”的美誉，为美国问鼎世界铺平了道路。

　　拿破仑于1804年建立法兰西第一帝国，标志着法国进入关键性阶段。但就是这样一位被黑格尔称为“马背上的世界灵魂”“神的存在”的大人物，却犯了一系列战略性错误，特别是1812年贸然发动对俄战争，劳师远袭，铩羽而归，最终于1815年兵败滑铁卢，使法国丧失了向世界强国冲击的机会。德、日类似的事例也一再上演。

　　苏联的教训更为惨痛。在迅速崛起成为超级大国后，苏联领导人犯下了一系列战略性失误，特别是走上军事称霸对抗的错误道路。1979年侵略阿富汗，陷入10年战争的泥潭，最终在这个“帝国坟场”自掘坟墓，撤兵两年后国家即宣告解体。

　　三十年河东，三十年河西。回望大国兴衰历史，一些国家用30年左右时间实现跨越式发展，是一种普遍现象。这个时候达到了一个重要历史节点，此后10年左右是其兴衰成败的关键性阶段，有的成功，有的不成功，也是一种普遍现象。在此期间，如果发展战略选择正确，实力将日益增强，最终会成为世界强国，荷、英、美都是如此；如果选择不正确，出现战略性失误，国家将迅速衰落下去，从而失去进一步发展的历史机遇，法、德、日、苏即是如此。

　　二、遭受打压是新兴国家绕不开的“坎”

　　新兴国家在崛起的关键性阶段，往往会与守成国家发生国家利益的激烈碰撞，无一例外地会受到刻意打压，这是必然遇到的“成长的烦恼”，是发展历程中绕不开的“坎”。

　　英国在崛起过程中先后受到西班牙、荷兰打压。地理大发现后首先成为海上霸主的是西班牙。16世纪后期，英国通过宗教改革激发了民族活力，积极进行海外扩张，与西班牙发生利益冲突。1588年，西班牙派遣“无敌舰队”气势汹汹打上门去，妄图依靠强大的海军力量将英国扼杀于摇篮之中。英国海军以弱胜强，打败西班牙，第一次以欧洲强国地位出现在世界舞台上。此后两国为争夺海上主导权反复较量，双方元气大伤。荷兰乘机崛起，成为海上霸主，垄断了全球贸易的一半。1651年，英国通过《航海条例》，规定进入英国的货物必须由英国商船或货物产地商船运输，次年荷兰即发动了绞杀英国的第一次英荷战争。这时英国正处于资产阶级革命中，凭借新兴资产阶级的锐气，战胜了荷兰。此后100多年时间里，荷兰与英国又进行了三次战争，一直到1780—1784年的第四次英荷战争，英国才彻底战胜了荷兰。

　　法国在发展的关键性阶段同样受到了英国的打压。英国成为世界霸主后，对于挑战其地位的国家毫不手软，典型的是主导反法同盟。针对称霸欧洲大陆的法国，欧洲君主国先后七次组成反法同盟予以围剿，最终于1815年彻底打败法国军队。参加反法同盟的国家时有变化，但英国始终是主要成员，其他国家是为了维护君主制度，而英国则是为了维护霸主地位。

　　美国在崛起过程中也受到了英国的打压。早在美国南北战争期间，英国就趁机图谋分裂美国，乃至幻想重新将美国变为自己的殖民地，于是口头上宣称中立，实际上支持南方，接济南方军火，为南方建造多艘军舰，给北方造成很大困扰和损失。第一次世界大战后，美国首先提出包括成立国际联盟在内的“十四点原则”，实质是在保障世界和平和国际合作的幌子下，建立由美国掌控的国际组织，试图主导世界秩序。用时任美国总统顾问豪斯上校的话说，就是要“按照我们的心愿完成对世界地图的重新绘制”。英国当然洞悉美国图谋，联手法国，百般掣肘，最终迫使美国放弃加入国联。

　　美国成为世界强国后，转而对威胁其地位的国家进行遏制和打压。上世纪80年代，美国对军事强国苏联和经济强国日本进行打压。尽管美国视前者为最大的敌人，视后者为亲密的盟友，但当他们威胁到美国自身地位时，都毫不留情。

　　对苏联，美国的手段可谓无所不用其极：向苏联大力输出西方价值观，进行意识形态渗透，培植“第五纵队”，诱导苏联进行所谓民主改革；同苏联大搞军备竞赛、金融货币战，限制苏联油气出口；挑拨离间苏联各民族之间、各加盟共和国之间的关系，等等。苏联这个超级大国之所以在瞬间轰然倒塌，固然有国内的因素，但来自美国的一套组合拳是主要外部因素。美国中央情报局前雇员彼得·施瓦茨写道：“谈论苏联崩溃而不知道美国秘密战略的作用，就像调查一件神秘突然死亡案子而不考虑谋杀、死亡事件是否存在着特殊反常和预谋一样。”

　　对日本，美国也丝毫没有网开一面、手下留情。上世纪80年代，日本产品充斥全球，对美国贸易大幅顺差，随之而来，大国雄心迅速膨胀，公开叫板美国，招致美国的打压。1985年9月，美国召集五国财长和央行行长会议，签署“广场协议”，逼迫日元升值。之后在不到三年时间里，日元对美元升值达50%，严重打击了日本出口，加之日本应对战略出现失误，导致经济持续低迷，经历了“失去的20年”。日本经济总量从上世纪80年代相当于美国的60%左右，下降到2017年的25%左右。

　　由此可见，新兴国家在发展关键性阶段受到守成国家的打压，也是一个普遍的历史现象。

　　三、中国完全有信心有能力跨过这道“坎”

　　我国经过了30多年改革开放，到2010年成为世界第二大经济体，经过长期努力，中国特色社会主义进入新时代。从世界强国发展规律来看，我国目前正处在爬坡过坎的关键性阶段。在这个阶段受到打压，不是有没有的问题，而是早晚的问题。实际上，自2010年开始，我们遇到的来自外部的挑战和麻烦，都与此有关。当前美国主动挑起的贸易战，就是这种挑战的继续。2017年8月，时任美国白宫首席战略分析师的班农就曾声称，美国在经济上打败中国仅剩5年左右的“窗口期”；他提出，美国与中国之间的经济战争是重中之重，必须集中一切资源打赢这一仗，“如果我们输了，5年以后，最多10年，我们就会达到一个无法挽回的临界点，那时，我们就一点翻盘的机会也没有了”。美国打乱中国发展进程的意图暴露无遗。这种打压也许还有别的花样，但不管怎么样，天塌不下来。对于我们来说，既不要心存侥幸，也不要惊慌失措，最重要的就是从容应对，更加专注地做好我们自己的事情。面对偏见，用行动说话；面对压力，用能力说话。

　　首先，要更加充满信心。这种信心，来自于以习近平同志为核心的党中央的坚强领导，来自于中国特色社会主义巨大的制度优势，来自于改革开放40年来我国经济社会发展取得的举世瞩目的成就。特别是党的十八大以来，党和国家事业取得历史性成就，发生历史性变革，解决了许多长期想解决而没有解决的难题，办成了许多过去想办而没有办成的大事。我们今天受到打压，恰恰说明我国社会主义建设取得了巨大成就，发展态势蒸蒸日上。我们有以习近平同志为核心的党中央的坚强领导，有习近平新时代中国特色社会主义思想的科学指导，这是战胜一切艰难险阻的信心所在、底气所在。在今后前进的道路上，无论出现什么样的外部挑战，我们都要保持定力，按照自己的节奏，办好自己的事情。正如古罗马哲学家奥勒留所讲的：“要像屹立于不断拍打的巨浪之前的礁石，岿然不动，驯服着它周围海浪的狂暴。”

　　其次，要更加增强忧患意识，防止犯战略性、颠覆性错误。前进道路不可能一帆风顺，越是处于发展的关键性阶段，越是要有如履薄冰的谨慎，越是要有居安思危的忧患。道路决定命运。坚持和发展中国特色社会主义是我们的根本利益所在，坚定不移地走中国特色社会主义道路，既不走封闭僵化的老路，也不走改旗易帜的邪路，这是我们付出巨大的学费和代价得出的结论，任何时候都不能动摇。改革开放是决定当代中国命运的关键一招。当今时代，“关起门来朝天过”的日子一去不复返了。我们不能因发展中遇到这样那样的问题而放弃改革开放，也不能因为外部压力，包括美国挑起的贸易摩擦，而改变改革开放的正确方向，不能说你让我改什么我就改什么，你让我放什么我就放什么。在压力面前，一定要有底气，既敢于斗争，又善于斗争，在坚决维护国家自身利益的前提下，务实理性处理好国家间关系。

　　第三，要更加紧密地团结起来。团结出生产力、出战斗力，团结是最大的力量。孙中山先生曾经指出，“中国人如果成一片散沙，是不好的事，我们趁早就要参加水和士敏土（即水泥——引者注），要那些散沙和士敏土彼此结合来成石头，变成坚固的团体”。历史证明，中国共产党成立以后，就成为了团结凝聚中国人民完成反帝反封建的新民主主义革命任务的“士敏土”，成为了中国革命和建设各项事业的主心骨、稳定器和领头人。越是在爬坡过坎的时候，越是在遭受外部遏制打压的时候，就越要紧密团结在以习近平同志为核心的党中央周围，心往一处想、劲往一处使，团结一心，众志成城，奋力前行。

　　中华民族的伟大复兴，中国人民对美好生活的向往，是任何外部力量都阻挡不了的！

　　青山遮不住，毕竟东流去！

　　近日，有两起“抓阄扶贫”的荒唐行为被纪检监察机关通报曝光后，受到关注和热议。一个是河南省尉氏县水坡镇横堤村7名村干部采取抓阄的方法确定“贫困户”名单并上报扶贫办，导致有15户不符合贫困户标准的家庭名列其中；另一个是，贵州省黔西南州望谟县乐旺镇猫寨村党支部书记陈正权，以抓阄的结果来确定危改户获得的补助级别，造成危房改造户评定级别结果与实际不符，致使困难群众没有得到应有的补助资金。

　　用抓阄的办法，确定贫困户名单、危房改造户评级等，工作方式方法可谓随意任性、简单粗暴，和“扶贫开发贵在精准，重在精准，成败之举在于精准”的要求，差之千里。抓阄因其随机性体现了一定程度的公平，因此常被用于有限资源的分配或者先后顺序的确定，但使用这一方法有个必要前提：即各参与方的初始条件是等同的。上述案例中，贫困户指标、危房改造补助资金既不是可以随机分配的有限资源，参与抓阄的各方初始情况也并不一致。何人该定为贫困户、危房改造应获得何种级别补助，国家有着严格的划分标准和评定程序，岂能抓阄看运气？必须严格按照相关政策规定，本着实事求是原则，按条件“准入”，拿事实说话，符合的一个不落，不符合的全部剔除，如此才是公平，才能服众。

　　随性“抓阄扶贫”，反映出一些基层干部在扶贫工作中不担当、乱作为的问题仍然比较突出。涉事基层干部既对中央反复强调的“精准扶贫、精准脱贫”的针对性要求学得不深不透，也在扶贫工作中粗枝大叶、考虑不周，把严肃问题简单化，责任意识、担当意识严重缺失，其行为已然触碰了纪律底线。新修订的《中国共产党纪律处分条例》第一百一十二条规定，在扶贫领域有侵害群众利益行为的，从重或者加重处分。第一百一十六条规定，有不作为、乱作为等损害群众利益行为的，对直接责任者和领导责任者，情节较重的，给予警告或者严重警告处分；情节严重的，给予撤销党内职务或者留党察看处分。制度笼子越扎越密、纪律要求越来越严，再出现“抓阄扶贫”等类似行为，板子只会打得更重！

　　群众利益无小事，扶贫工作更要细上加细。随着脱贫攻坚工作的深入推进，广大基层干部尤须把群众放在心上，发扬务实作风，多研究实际情况，精准细致开展工作，坚决杜绝各种不作为、慢作为、乱作为，让扶贫开发的阳光雨露真正惠及贫困群众。

　　第二条　国家广播电视总局是国务院直属机构，为正部级。

　　第三条　国家广播电视总局的主要职责是：

　　（一）贯彻党的宣传方针政策，拟订广播电视、网络视听节目服务管理的政策措施，加强广播电视阵地管理，把握正确的舆论导向和创作导向。

　　（二）负责起草广播电视、网络视听节目服务管理的法律法规草案，制定部门规章、行业标准并组织实施和监督检查，指导、推进广播电视领域的体制机制改革。

　　（三）负责制定广播电视领域事业发展政策和规划，组织实施公共服务重大公益工程和公益活动，指导、监督广播电视重点基础设施建设，扶助老少边贫地区广播电视建设和发展。

　　（四）指导、协调、推动广播电视领域产业发展，制定发展规划、产业政策并组织实施。

　　（五）负责对各类广播电视机构进行业务指导和行业监管，会同有关部门对网络视听节目服务机构进行管理。实施依法设定的行政许可，组织查处重大违法违规行为。

　　（六）指导电视剧行业发展和电视剧创作生产。监督管理、审查广播电视节目、网络视听节目的内容和质量。指导、监管广播电视广告播放。

　　（七）指导、协调广播电视全国性重大宣传活动，指导实施广播电视节目评价工作。

　　（八）负责推进广播电视与新媒体新技术新业态融合发展，推进广电网与电信网、互联网三网融合。

　　（九）组织制定广播电视科技发展规划、政策和行业技术标准并组织实施和监督检查。负责对广播电视节目传输覆盖、监测和安全播出进行监管，指导、推进国家应急广播体系建设。指导、协调广播电视系统安全和保卫工作。

　　（十）开展广播电视国际交流与合作，协调推动广播电视领域走出去工作，负责广播电视节目的进口、收录和管理。

　　（十一）指导广播电视、网络视听行业人才队伍建设。

　　（十二）完成党中央、国务院交办的其他任务。

　　第四条　国家广播电视总局设下列内设机构：

　　（一）办公厅。负责文电、会议、应急值班、机要、档案、督查等机关日常运转工作，承担政务公开、新闻发布、保密、信访、机关安全保卫、建议提案办理和机关财务等工作，指导机关后勤服务管理和政务信息化工作。

　　（二）政策法规司。研究起草广播电视、网络视听节目服务管理的重大政策、法律法规草案和规章，承担规范性文件的合法性审查工作。承担重大行政处罚听证、行政复议、行政应诉、涉外法律事务、普法宣传等工作。组织协调行政审批工作。

　　（三）宣传司。指导、协调广播电视全国性重大宣传活动及重大突发事件报道和应急播报。指导全国广播电视节目的创作生产。指导、监管全国重大理论文献片、纪录片、电视动画片的创作生产和播出。

　　（四）电视剧司。承担电视剧制作的指导、监管工作，组织审查国产电视剧、引进电视剧和对外合拍电视剧（含动画片）的内容。指导、调控电视剧的播出。

　　（五）传媒机构管理司。承担广播电视播出机构和业务、广播电视节目制作机构、广播电视节目传送、有线电视付费频道、移动数字电视业务的监督管理工作。拟订广播电视节目评价政策并组织实施，指导、监管广播电视广告播放。

　　（六）网络视听节目管理司。指导网络视听节目服务的发展和宣传。对信息网络和公共载体传播的视听节目进行监管，审查其内容和质量，承担节目应急处置工作。指导网络视听节目监管体系建设，组织查处非法开展网络视听节目服务行为。

　　（七）媒体融合发展司。拟订广播电视重大改革措施，推进体制机制改革。协调推进三网融合，推进广播电视与新媒体新技术新业态创新融合发展。管理发放信息网络传播视听节目许可证，承担广播电视视频点播业务的审批工作。

　　（八）科技司。拟订广播电视和网络视听科技发展政策、规划、行业标准并组织实施。协调推进广播电视科技创新和重大科技工程项目攻关。负责广播电视技术质量监督，指导广播电视技术计量检测和技术成果应用转化工作。

　　（九）安全传输保障司。拟订广播电视传输覆盖网和监测监管网的规划，推进广播电视有线、无线、卫星等传输覆盖体系建设。负责广播电视安全播出的监督管理和技术保障工作，指导、监管广播电视节目传输覆盖工作。指导、推进国家应急广播体系建设，拟订广播电视有关安全制度和处置重大突发事件预案并组织实施。指导全国广播电视有线、无线传输设施和电台、电视台等重点单位安全保护工作。

　　（十）规划财务司。研究拟订广播电视事业、产业发展规划并组织实施。承担行政单位和直属单位财务管理工作，负责预决算、国有资产管理、基本建设项目、政府采购及内部审计工作。承担广播电视统计工作。

　　（十一）公共服务司。指导、推进广播电视公共服务标准化、均等化并实施监督。协调推进广播电视“户户通”、边疆和少数民族等地区广播电视基础设施建设、少数民族语言文字节目译制制作等重大工程。承担总局扶贫工作。

　　（十二）国际合作司（港澳台办公室）。组织开展广播电视对外及对港澳台的交流与合作，协调推动广播电视领域走出去工作。承担广播电视节目的进口、收录和管理工作。监管卫星电视接收设施和境外卫星电视节目的落地与接收。

　　（十三）人事司。承担机关和直属单位的干部人事管理工作。承担全国广播电视编辑记者、播音员主持人职业资格和网络视听从业人员管理工作。

　　机关党委。负责机关和在京直属单位的党群纪检工作，承担总局内部巡视工作。

　　离退休干部局。负责机关离退休干部工作，指导直属单位的离退休干部工作。

　　第五条　国家广播电视总局机关行政编制263名。设局长1名，副局长4名；司局级领导职数46名（含总工程师1名、机关党委专职副书记1名、机关纪委领导职数1名、离退休干部局领导职数3名）。

　　第六条　国家广播电视总局所属事业单位的设置、职责和编制事项另行规定。

　　第七条　本规定由中央机构编制委员会办公室负责解释，其调整由中央机构编制委员会办公室按规定程序办理。

　　第八条　本规定自2018年7月30日起施行。

　　很多网友分享了滴滴停运第一夜的打车经历，出租车漫天要价、强行拼车、拒载，黑车暴增等等。在北京三里屯，23点刚过，就有黑车司机在路边开始大喊：“今晚没有滴滴！早上车早回家！”有乘客亲身经历平时50元不到的车程，开价150，砍价后120。

　　滴滴安全大整治，乘客就陷入打车难，固然与当前网约车市场滴滴一家独大，其他网约车平台难以填补滴滴暂时退出而出现的供求缺口有关，这并不是一个健康的市场现象。但滴滴整改，承担代价的也不应该是普通消费者。

　　另一方面也充分说明网约车这一新业态在满足民众多样化的出行需求方面的巨大价值。在大城市，出租车的运力难以满足民众的出行需求，其服务水平也还有很大的提升空间。实际上，很多互联网企业之所以能够发展壮大，正是因为在某一领域公共服务缺位，难以满足民众的需求，而互联网企业找到了民众需求的痛点，利用互联网，用更加公开、透明的方式解决了这些痼疾。就出行领域而言，滴滴一停运，就重现打车难问题，这也从另外一个层面说明，在网约车快速发展并成功改变民众的出行习惯、改善民众出行体验的同时，传统出行行业，并没有太多的进步。从网友分享的打车经历来看，谁都不愿意回到出租车拒载，黑车横行的时代。

　　近来，一些互联网平台暴露出了由于快速发展而存在的诸多问题，引发了民众对这类以创新模式改变生活的互联网公司的质疑和批评。这种情况不仅出现在出行领域，在租房领域同样如此。自如等长租公寓，通过互联网的力量，挤压了黑中介的生存空间，节省了租房者的时间和精力成本，也降低了租房被黑中介坑的风险成本，同时在提高租房者的居住体验上带来了不少进步。但是其商业模式也暴露出了不少问题，比如近期爆发的甲醛超标问题，对租户的身体健康带来了严重的威胁。这迫切需要平台进行彻底的反思和整改，但同样，对于租房者来说，谁也不愿意回到黑中介时代。

　　衣食住行是民生大事，不管是网约车出行，还是大城市租房，抑或是其他民生领域，便捷、高效都是民众的需求，但在便捷、高效之上，安全无疑是最低的底线。民众针对滴滴、自如等企业的质疑与批评，企业必须照单全收，有则改之，无则加勉。但是舆论场上一些非理性、情绪化的声音，诸如一些自媒体以及网友，一见企业出事，就喊出“xx去死”，仿佛这些曾经服务于我们日常生活的互联网平台，都只是做在一件事情，那就是裹挟着资本的力量无恶不作一般。对于这类情绪化的声音也应该积极引导，而不是任其蔓延。一些自媒体缺少把关人，在评论公共话题时不需要承担任何言责，充满戾气，并不利于营造一个良性互动的舆论空间，更无助于问题的解决。这种舆论现象，尤其值得关注。

　　忽视用户安全导致的各类问题，企业必须承担责任，没有辩驳的余地，也无可推卸。但是批评这些企业，批评它们存在的问题，不是要彻底否定它们存在的价值，不是要回到黑中介、黑车时代，而是为了鞭策这些企业守住底线，不断改进服务，为我们带来更安全、更便利的消费体验。

　　第二条　自然资源部是国务院组成部门，为正部级，对外保留国家海洋局牌子。

　　第三条　自然资源部贯彻落实党中央关于自然资源工作的方针政策和决策部署，在履行职责过程中坚持和加强党对自然资源工作的集中统一领导。主要职责是：

　　（一）履行全民所有土地、矿产、森林、草原、湿地、水、海洋等自然资源资产所有者职责和所有国土空间用途管制职责。拟订自然资源和国土空间规划及测绘、极地、深海等法律法规草案，制定部门规章并监督检查执行情况。

　　（二）负责自然资源调查监测评价。制定自然资源调查监测评价的指标体系和统计标准，建立统一规范的自然资源调查监测评价制度。实施自然资源基础调查、专项调查和监测。负责自然资源调查监测评价成果的监督管理和信息发布。指导地方自然资源调查监测评价工作。

　　（三）负责自然资源统一确权登记工作。制定各类自然资源和不动产统一确权登记、权籍调查、不动产测绘、争议调处、成果应用的制度、标准、规范。建立健全全国自然资源和不动产登记信息管理基础平台。负责自然资源和不动产登记资料收集、整理、共享、汇交管理等。指导监督全国自然资源和不动产确权登记工作。

　　（四）负责自然资源资产有偿使用工作。建立全民所有自然资源资产统计制度，负责全民所有自然资源资产核算。编制全民所有自然资源资产负债表，拟订考核标准。制定全民所有自然资源资产划拨、出让、租赁、作价出资和土地储备政策，合理配置全民所有自然资源资产。负责自然资源资产价值评估管理，依法收缴相关资产收益。

　　（五）负责自然资源的合理开发利用。组织拟订自然资源发展规划和战略，制定自然资源开发利用标准并组织实施，建立政府公示自然资源价格体系，组织开展自然资源分等定级价格评估，开展自然资源利用评价考核，指导节约集约利用。负责自然资源市场监管。组织研究自然资源管理涉及宏观调控、区域协调和城乡统筹的政策措施。

　　（六）负责建立空间规划体系并监督实施。推进主体功能区战略和制度，组织编制并监督实施国土空间规划和相关专项规划。开展国土空间开发适宜性评价，建立国土空间规划实施监测、评估和预警体系。组织划定生态保护红线、永久基本农田、城镇开发边界等控制线，构建节约资源和保护环境的生产、生活、生态空间布局。建立健全国土空间用途管制制度，研究拟订城乡规划政策并监督实施。组织拟订并实施土地、海洋等自然资源年度利用计划。负责土地、海域、海岛等国土空间用途转用工作。负责土地征收征用管理。

　　（七）负责统筹国土空间生态修复。牵头组织编制国土空间生态修复规划并实施有关生态修复重大工程。负责国土空间综合整治、土地整理复垦、矿山地质环境恢复治理、海洋生态、海域海岸线和海岛修复等工作。牵头建立和实施生态保护补偿制度，制定合理利用社会资金进行生态修复的政策措施，提出重大备选项目。

　　（八）负责组织实施最严格的耕地保护制度。牵头拟订并实施耕地保护政策，负责耕地数量、质量、生态保护。组织实施耕地保护责任目标考核和永久基本农田特殊保护。完善耕地占补平衡制度，监督占用耕地补偿制度执行情况。

　　（九）负责管理地质勘查行业和全国地质工作。编制地质勘查规划并监督检查执行情况。管理中央级地质勘查项目。组织实施国家重大地质矿产勘查专项。负责地质灾害预防和治理，监督管理地下水过量开采及引发的地面沉降等地质问题。负责古生物化石的监督管理。

　　（十）负责落实综合防灾减灾规划相关要求，组织编制地质灾害防治规划和防护标准并指导实施。组织指导协调和监督地质灾害调查评价及隐患的普查、详查、排查。指导开展群测群防、专业监测和预报预警等工作，指导开展地质灾害工程治理工作。承担地质灾害应急救援的技术支撑工作。

　　（十一）负责矿产资源管理工作。负责矿产资源储量管理及压覆矿产资源审批。负责矿业权管理。会同有关部门承担保护性开采的特定矿种、优势矿产的调控及相关管理工作。监督指导矿产资源合理利用和保护。

　　（十二）负责监督实施海洋战略规划和发展海洋经济。研究提出海洋强国建设重大战略建议。组织制定海洋发展、深海、极地等战略并监督实施。会同有关部门拟订海洋经济发展、海岸带综合保护利用等规划和政策并监督实施。负责海洋经济运行监测评估工作。

　　（十三）负责海洋开发利用和保护的监督管理工作。负责海域使用和海岛保护利用管理。制定海域海岛保护利用规划并监督实施。负责无居民海岛、海域、海底地形地名管理工作，制定领海基点等特殊用途海岛保护管理办法并监督实施。负责海洋观测预报、预警监测和减灾工作，参与重大海洋灾害应急处置。

　　（十四）负责测绘地理信息管理工作。负责基础测绘和测绘行业管理。负责测绘资质资格与信用管理，监督管理国家地理信息安全和市场秩序。负责地理信息公共服务管理。负责测量标志保护。

　　（十五）推动自然资源领域科技发展。制定并实施自然资源领域科技创新发展和人才培养战略、规划和计划。组织制定技术标准、规程规范并监督实施。组织实施重大科技工程及创新能力建设，推进自然资源信息化和信息资料的公共服务。

　　（十六）开展自然资源国际合作。组织开展自然资源领域对外交流合作，组织履行有关国际公约、条约和协定。配合开展维护国家海洋权益工作，参与相关谈判与磋商。负责极地、公海和国际海底相关事务。

　　（十七）根据中央授权，对地方政府落实党中央、国务院关于自然资源和国土空间规划的重大方针政策、决策部署及法律法规执行情况进行督察。查处自然资源开发利用和国土空间规划及测绘重大违法案件。指导地方有关行政执法工作。

　　（十八）管理国家林业和草原局。

　　（十九）管理中国地质调查局。

　　（二十）完成党中央、国务院交办的其他任务。

　　（二十一）职能转变。自然资源部要落实中央关于统一行使全民所有自然资源资产所有者职责，统一行使所有国土空间用途管制和生态保护修复职责的要求，强化顶层设计，发挥国土空间规划的管控作用，为保护和合理开发利用自然资源提供科学指引。进一步加强自然资源的保护和合理开发利用，建立健全源头保护和全过程修复治理相结合的工作机制，实现整体保护、系统修复、综合治理。创新激励约束并举的制度措施，推进自然资源节约集约利用。进一步精简下放有关行政审批事项、强化监管力度，充分发挥市场对资源配置的决定性作用，更好发挥政府作用，强化自然资源管理规则、标准、制度的约束性作用，推进自然资源确权登记和评估的便民高效。

　　第四条　自然资源部设下列内设机构：

　　（一）办公厅。负责机关日常运转工作。承担信息、安全保密、信访、新闻宣传、政务公开工作，监督管理部政务大厅。承担机关财务、资产管理等工作。

　　（二）综合司。承担组织编制自然资源发展战略、中长期规划和年度计划工作。开展重大问题调查研究，负责起草部重要文件文稿，协调自然资源领域综合改革有关工作。承担自然资源领域军民融合深度发展工作。承担综合统计和部内专业统计归口管理。

　　（三）法规司。承担有关法律法规草案和规章起草工作。承担有关规范性文件合法性审查和清理工作。组织开展法治宣传教育。承担行政复议、行政应诉有关工作。

　　（四）自然资源调查监测司。拟订自然资源调查监测评价的指标体系和统计标准，建立自然资源定期调查监测评价制度。定期组织实施全国性自然资源基础调查、变更调查、动态监测和分析评价。开展水、森林、草原、湿地资源和地理国情等专项调查监测评价工作。承担自然资源调查监测评价成果的汇交、管理、维护、发布、共享和利用监督。

　　（五）自然资源确权登记局。拟订各类自然资源和不动产统一确权登记、权籍调查、不动产测绘、争议调处、成果应用的制度、标准、规范。承担指导监督全国自然资源和不动产确权登记工作。建立健全全国自然资源和不动产登记信息管理基础平台，管理登记资料。负责国务院确定的重点国有林区、国务院批准项目用海用岛、中央和国家机关不动产确权登记发证等专项登记工作。

　　（六）自然资源所有者权益司。拟订全民所有自然资源资产管理政策，建立全民所有自然资源资产统计制度，承担自然资源资产价值评估和资产核算工作。编制全民所有自然资源资产负债表，拟订相关考核标准。拟订全民所有自然资源资产划拨、出让、租赁、作价出资和土地储备政策。承担报国务院审批的改制企业的国有土地资产处置。

　　（七）自然资源开发利用司。拟订自然资源资产有偿使用制度并监督实施，建立自然资源市场交易规则和交易平台，组织开展自然资源市场调控。负责自然资源市场监督管理和动态监测，建立自然资源市场信用体系。建立政府公示自然资源价格体系，组织开展自然资源分等定级价格评估。拟订自然资源开发利用标准，开展评价考核，指导节约集约利用。

　　（八）国土空间规划局。拟订国土空间规划相关政策，承担建立空间规划体系工作并监督实施。组织编制全国国土空间规划和相关专项规划并监督实施。承担报国务院审批的地方国土空间规划的审核、报批工作，指导和审核涉及国土空间开发利用的国家重大专项规划。开展国土空间开发适宜性评价，建立国土空间规划实施监测、评估和预警体系。

　　（九）国土空间用途管制司。拟订国土空间用途管制制度规范和技术标准。提出土地、海洋年度利用计划并组织实施。组织拟订耕地、林地、草地、湿地、海域、海岛等国土空间用途转用政策，指导建设项目用地预审工作。承担报国务院审批的各类土地用途转用的审核、报批工作。拟订开展城乡规划管理等用途管制政策并监督实施。

　　（十）国土空间生态修复司。承担国土空间生态修复政策研究工作，拟订国土空间生态修复规划。承担国土空间综合整治、土地整理复垦、矿山地质环境恢复治理、海洋生态、海域海岸带和海岛修复等工作。承担生态保护补偿相关工作。指导地方国土空间生态修复工作。

　　（十一）耕地保护监督司。拟订并实施耕地保护政策，组织实施耕地保护责任目标考核和永久基本农田特殊保护，负责永久基本农田划定、占用和补划的监督管理。承担耕地占补平衡管理工作。承担土地征收征用管理工作。负责耕地保护政策与林地、草地、湿地等土地资源保护政策的衔接。

　　（十二）地质勘查管理司。管理地质勘查行业和全国地质工作，编制地质勘查规划并监督检查执行情况。管理中央级地质勘查项目，组织实施国家重大地质矿产勘查专项。承担地质灾害的预防和治理工作，监督管理地下水过量开采及引发的地面沉降等地质问题。

　　（十三）矿业权管理司。拟订矿业权管理政策并组织实施，管理石油天然气等重要能源和金属、非金属矿产资源矿业权的出让及审批登记。统计分析并指导全国探矿权、采矿权审批登记，调处重大权属纠纷。承担保护性开采的特定矿种、优势矿产的开采总量控制及相关管理工作。

　　（十四）矿产资源保护监督司。拟订矿产资源战略、政策和规划并组织实施，监督指导矿产资源合理利用和保护。承担矿产资源储量评审、备案、登记、统计和信息发布及压覆矿产资源审批管理、矿产地战略储备工作。实施矿山储量动态管理，建立矿产资源安全监测预警体系。监督地质资料汇交、保管和利用，监督管理古生物化石。

　　（十五）海洋战略规划与经济司。拟订海洋发展、深海、极地等海洋强国建设重大战略并监督实施。拟订海洋经济发展、海岸带综合保护利用、海域海岛保护利用、海洋军民融合发展等规划并监督实施。承担推动海水淡化与综合利用、海洋可再生能源等海洋新兴产业发展工作。开展海洋经济运行综合监测、统计核算、调查评估、信息发布工作。

　　（十六）海域海岛管理司。拟订海域使用和海岛保护利用政策与技术规范，监督管理海域海岛开发利用活动。组织开展海域海岛监视监测和评估，管理无居民海岛、海域、海底地形地名及海底电缆管道铺设。承担报国务院审批的用海、用岛的审核、报批工作。组织拟订领海基点等特殊用途海岛保护管理政策并监督实施。

　　（十七）海洋预警监测司。拟订海洋观测预报和海洋科学调查政策和制度并监督实施。开展海洋生态预警监测、灾害预防、风险评估和隐患排查治理，发布警报和公报。建设和管理国家全球海洋立体观测网，组织开展海洋科学调查与勘测。参与重大海洋灾害应急处置。

　　（十八）国土测绘司。拟订全国基础测绘规划、计划并监督实施。组织实施国家基础测绘和全球地理信息资源建设等重大项目。建立和管理国家测绘基准、测绘系统。监督管理民用测绘航空摄影与卫星遥感。拟订测绘行业管理政策，监督管理测绘活动、质量，管理测绘资质资格，审批外国组织、个人来华测绘。

　　（十九）地理信息管理司。拟订国家地理信息安全保密政策并监督实施。负责地理信息成果管理和测量标志保护，审核国家重要地理信息数据。负责地图管理，审查向社会公开的地图，监督互联网地图服务，开展国家版图意识宣传教育，协同拟订界线标准样图。提供地理信息应急保障，指导监督地理信息公共服务。

　　（二十）国家自然资源总督察办公室。完善国家自然资源督察制度，拟订自然资源督察相关政策和工作规则等。指导和监督检查派驻督察局工作，协调重大及跨督察区域的督察工作。根据授权，承担对自然资源和国土空间规划等法律法规执行情况的监督检查工作。

　　（二十一）执法局。拟订自然资源违法案件查处的法规草案、规章和规范性文件并指导实施。查处重大国土空间规划和自然资源违法案件，指导协调全国违法案件调查处理工作，协调解决跨区域违法案件查处。指导地方自然资源执法机构和队伍建设，组织自然资源执法系统人员的业务培训。

　　（二十二）科技发展司。拟订自然资源领域科技发展战略、规划和计划。拟订有关技术标准、规程规范，组织实施重大科技工程、项目及创新能力建设。承担科技成果和信息化管理工作，开展卫星遥感等高新技术体系建设，加强海洋科技能力建设。

　　（二十三）国际合作司（海洋权益司）。拟订自然资源领域国际合作战略、计划并组织实施。承担双多边对外交流合作和国际公约、条约及协定履约工作，指导涉外、援外项目实施。负责外事管理工作，开展相关海洋权益维护工作，参与资源勘探开发争议、岛屿争端、海域划界等谈判与磋商。指导极地、公海和国际海底相关事务。承担自然资源领域涉外行政许可审批事项。

　　（二十四）财务与资金运用司。承担自然资源专项收入征管和专项资金、基金的管理工作。拟订有关财务、资产管理的规章，负责机关和所属单位财务及国有资产监管，负责部门预决算、政府采购、国库集中支付、内部审计工作。管理基本建设及重大专项投资、重大装备。承担财政和社会资金的结构优化和监测工作，拟订合理利用社会资金的政策措施，提出重大备选项目。

　　（二十五）人事司。承担机关、派出机构和直属单位的人事管理、机构编制、劳动工资和教育培训工作，指导自然资源人才队伍建设等工作。

　　机关党委。负责机关和在京直属单位的党群工作。

　　离退休干部局。负责离退休干部工作。

　　第五条　自然资源部机关行政编制691名（含两委人员编制10名、援派机动编制2名、离退休干部工作人员编制50名）。设部长1名（兼任国家自然资源总督察），副部长4名（其中1名副部长兼任国家自然资源副总督察），专职国家自然资源副总督察（副部长级）1名，司局级领导职数109名（含总规划师2名、总工程师2名、机关党委专职副书记1名、离退休干部局领导职数3名）。

　　第六条　自然资源部设下列派出机构：

　　（一）根据中央授权，自然资源部向地方派驻国家自然资源督察北京局、沈阳局、上海局、南京局、济南局、广州局、武汉局、成都局、西安局，承担对所辖区域的自然资源督察工作。9个督察局行政编制336名，司局级领导职数64名（9个督察局按1正2副配备，对应的37个被督察单位各配备督察专员1名）。

　　（二）陕西测绘地理信息局、黑龙江测绘地理信息局、四川测绘地理信息局、海南测绘地理信息局实行由自然资源部与所在地省政府双重领导以自然资源部为主的管理体制，具体机构编制事项另行规定。

　　（三）自然资源部在北海、东海、南海3个海区分别设立派出机构，具体职责和机构编制事项另行规定。

　　第七条　自然资源部所属事业单位的设置、职责和编制事项另行规定。

　　第八条　本规定由中央机构编制委员会办公室负责解释，其调整由中央机构编制委员会办公室按规定程序办理。

　　9月11日，澎湃新闻（www.thepaper.cn）记者从多位知情人士处获悉，南昌大学材料科学与工程学院院长王雨在教师节前一天（9月9日）去世，去世原因相关部门还在调查之中。

　　“王雨院长意外已经走了，去世的原因相关部门还在调查之中，目前还没有准确的结论。”9月11日下午，南昌大学材料科学与工程学院党委副书记钟思远在接受澎湃新闻记者采访时说道。

　　此外，南昌大学材料科学与工程学院一位行政工作人员亦向澎湃新闻记者证实了王雨去世的消息。她在电话中表示，“出了这样的事情，学院上下都比较悲痛，目前还在等法医的鉴定结果，到时候学校会有官方的回应。”

　　王雨是南昌大学重要的学科领军人才。公开简历显示，王雨系江西省内知名教授，博士生导师。1998年，他从清华大学博士毕业，先后在宾州大学、马里兰大学做博士后研究。2004年起，在香港理工大学任教（独立PI、博导），并获终身教职。2014年，他通过海外高层次人才招聘成为南昌大学材料学院（现更名为“南昌大学材料科学与工程学院”）院长。

　　王雨曾获教育部科技一等奖、国家发明二等奖、湖北省科技二等奖、江西省“百千万人才”等奖励。此外，他还是三十多种国际专业期刊审稿人、多项行业协会会员和理事，先后在Advanced Materials等重要专业杂志发表SCI论文200余篇。在海外任教约十年期间，他主持和参与了几十项各类科研项目。

　　2016年8月28日，南昌大学新闻网刊发的报道称，王雨教授在二硫化钼二维结构的可控合成与制备研究方面取得重大突破。7月14日，国际权威学术期刊《Nature Communications》（《自然通讯》）刊发了该校材料科学与工程学院王雨教授的研究论文。论文题目为“Direct TEM observations of growth mechanisms of two-dimensional MoS2 flakes”，其主要内容是在透射电镜下原位观察二硫化钼这样一种新型二维材料在高温下生长的过程。

　　“该论文主要是由我校材料科学与工程学院王雨教授与香港理工大学应用物理系柴扬教授两个课题组合作完成。此论文的发表是材料科学与工程学院积极推动对外合作取得的一项突破性科研成果。”上述报道如是称。

　　2017年9月，南昌大学入选国家一流学科建设高校，该校材料科学与工程学科入选“双一流”建设学科，南昌大学也是江西省唯一入选的高校。

　　在非洲，我们常说“话语写在脸上”，意思就是当我看着你时，你也能看到我，这是最好的交流。这就是为什么我们要参加中非合作论坛北京峰会，面对面交流。

　　当今世界，各国彼此紧密联系，非洲与中国肩并肩密切合作。因此，中国与非洲构建更紧密的中非命运共同体就显得尤为重要。我们希望与中国在各领域展开全面合作，共同构建更紧密的中非命运共同体。

　　我们一贯致力于维护多边主义，强烈反对贸易保护主义。贸易保护主义是一种极端短视的世界观。保护主义措施只能暂时让保护主义者获利，长期来看却会带来更多伤害。

　　习近平主席宣布的“八大行动”中，我最感兴趣的是“贸易便利行动”，其核心是推动中国与非洲国家之间的贸易合作等。贸易便利化方面的合作，不仅有助于消除非洲国家与中国之间的地理边界，促进货物的自由流通，还可以促进民心交流与沟通。

　　有些西方人士对非中合作发出奇怪的言论，这是误读和歪曲。非中合作对双方都有利，中国在非洲进行投资带动了非洲的经济发展，也给自身可持续发展提供助力。至于非洲国家的债务问题，需要强调的是，很多国家和机构对非洲提供了贷款，中国不是非洲的主要债权国。

　　中国有句俗语是“要致富，先修路”，这句话很好地体现了“一带一路”倡议的意义。“一带一路” 中的“路”，并不只是物理上的道路，还包括互联网上相互连通的渠道以及民心沟通方面的桥梁。“一带一路”倡议建立起的关系，是互利共赢、共同发展的关系。博茨瓦纳愿进一步参与共建“一带一路”。

　　[环球时报报道 记者 谢文婷]中非合作论坛北京峰会于9月4日在北京落下帷幕。在未来的中非合作中，产业发展是重要一环，其中农业和粮食安全被置于关键位置。《环球时报》记者通过采访了解到，在非洲的坦桑尼亚，有数十位中国农业大学教授、学者参与的合作项目已经在如火如荼开展。

　　“中国不仅是国际发展合作中新的财务和资金提供者，更是一种发展经验和发展方案的提供者。在西方国家，都是以大规模商业化和机械化操作为主，没有针对非洲小农的生产经验和技术体系，而中国在这方面是有的。中国农业发展在上世纪八九十年代都是小农经营为主”，中国农业大学教授唐丽霞对《环球时报》记者说。

　　据唐丽霞介绍，中国农业大学在坦桑尼亚莫罗戈罗省的两个村落开展农业项目，帮助当地农民在不大幅增加额外开支的情况下，提高生产效率，从而提高土地的单位粮食产量。该省是坦桑尼亚粮食尤其是玉米主产区。

　　中国农业大学南南农业合作学院院长李小云是整个项目的发起人和执行者，也是团队负责人。他表示，非洲农业潜力巨大，可以养活世界，非洲的土地、气候及水资源丰富，需要做的是改善生产方式，增加对基础设施的投入。

　　中方团队提供的培训涵盖整个生产环节，包括田间管理、整地、播种、间苗等。相关项目从2011年开始实施，起初并不顺利，因为要改变当地人靠天吃饭、种下去就不管的思路，难度很大。“最初，当地农户很不信任（我们），他们习惯了把种子撒在地上，有得收就收。最初推广项目时说希望有多少多少示范户参与，但没人愿意在自己的土地上做”，唐丽霞说。

　　后来团队没有办法，只好跟村里的人商量让村子集体拿出一块地，邀请10多户村民代表代为管理，按照中方提供的种植方式，收成归这些农户。因为不是在自己的耕地上耕种，即便失败他们也没有损失。结果，第一年获得成果后，越来越多的人开始接受新方法。

　　考虑到当地农民普遍没有积蓄投资农业生产，项目并不推动农户使用化肥和农药，而是主攻改变他们的种植习惯。除了培训农民，项目还推动当地官员、农业研究人员和农民一起交流。“以前，很多官员即便毕业于农业院校，也是脱离农民的，他们很少去田间地头跟农民讨论，开展工作。我们推动的项目很重要的一个目的是影响当地农业推广人员和官员，从而建立起一种机制，让他们可以在我们离开后用我们的方法或讨论出来的方法在全省甚至全国开展工作”，唐丽霞说。

　　莫罗戈罗省副省长慕康果盛赞中方团队的工作。他对《环球时报》记者表示，采取新种植方式后，玉米产量提高了两到三倍。他说，这种方式的另一大优势是普通农户也负担得起生产成本。

　　玉米增产给农户们带来了实际好处。中国团队去年做调研时发现，当地一个自然村里有七八个农户盖了新房，3户买了摩托车，这些在当地都是巨额投资。另一个村庄有15个农户买了自行车，10个农户买了房屋的铁皮顶来更换以前的草皮顶，还有七八户购置了太阳能发电设备。在唐丽霞看来，对当地人来说，农业的意义在发生变化，以前只是满足家庭粮食需求，有时候甚至无法满足，现在却能额外创造收入。

　　据了解，今年中国农业大学的团队将在坦桑尼亚另外8个村庄开展农业项目，项目名称为“千户万亩”。中方人员会在每个村庄支持100个示范户。

　　这篇多达68页的报告，先是回顾了中国上世纪60年代给非洲的坦桑尼亚和赞比亚援建的“坦赞铁路”，称当时这条铁路的修建面临着很多自然条件的挑战，但中国人却在短短3年内就完成了这条连接两国的大工程。

　　报告继续介绍说：这条铁路的落成也给坦桑尼亚的经济活动在空间的分部带来的深远且持久的影响，成为了当地农业产品和乡村经济赖以发展的支柱，当地的村庄向着铁路的沿线展开了大规模的迁移，带来劳动力和就业，并加强了乡村和城市市场的联系……

　　[环球网综合报道]近日，日本右翼团体代表藤井实彦在台南脚踢台湾首座慰安妇铜像，引发岛内民意强烈反弹。台当局从上到下不为慰安妇出头，更是被骂到臭头。台湾“驻日代表”谢长廷也成为众矢之的。

　　香港中评社9月12日发表评论称，谢长廷自2016年派驻日本后，已多次成为话题焦点。早前日本发生关西台风和北海道地震，很多旅日台人滞留回不了家，求援台湾“驻日代表处”得不到妥善回应，而大陆使馆则主动出动大巴无分港澳台民众一律接送，谢长廷就已被台湾媒体批“不及格”。

　　谢长廷昨天就日人踹慰安妇铜像出声，表示谴责，但加上“如果真有脚踢（慰安妇铜像）的行为”一句，又说“他（藤井）不代表日本人、也不代表日本政府，基本上，我认为不应把事情扩大到台日对立或政府之间的矛盾。”对此，评论写道，这让人听来不是味儿。

　　蓝营的罗智强认为，谢长廷身为台湾代表却不帮“国人”说话，反而站在日本的角度斥责自己人。“就是有这种人，也难怪日本人有熊心豹子胆来台湾侵门踏户。”

　　评论指出，台湾驻外机构主要有二个功能，一是“外交事务”的交涉，二是服务台湾民众。谢长廷常被网民讥为“助日代表”，成众矢之的，无非是因为这两点，第一是立场问题，第二是服务不力。

　　对此，评论引用了外交部发言人耿爽在回应此事时的表态“辱人者必自辱”；人不自重，斯招侮矣！

　　耿爽表示，这件事在台湾岛内已经触犯众怒，引起公愤。众所周知，强征慰安妇是二战期间日本军国主义对多个受害国人民犯下的严重反人道罪行，是国际公认的历史事实。中方希望日方能够正视亚洲邻国和国际社会关切，以负责任的态度来妥善处理有关问题。另外也要提醒个别的日本右翼分子，中国有句话，辱人者必自辱，希望他们能够自省自重。

　　中新网9月12日电 据《澳门日报》报道，澳门行政会完成讨论《网络安全法》法律草案，将交立法会审议。法案建议公共网络经营者须履行“实名制”及“保存及提供网络地址转换纪录”特别义务，网络供货商要登记客户的身份资料，在该法生效前购买的手机预付卡，须在限期内补交资料，否则该卡会被停止激活。此外，关键基础设施营运者须设网络安全主要负责人。

　　据报道，澳门行政会发言人梁庆庭11日在发布会上介绍，鉴于现行的《打击电脑犯罪法》为针对电脑及网络犯罪行为的刑事法律，仅属事后的刑事侦查措施。为规范网络安全行政管理，特区政府经参考中国内地及其他国家或地区的相关法律制度，遵照“保障市民安全、尊重个人隐私”的原则，并经咨询业界及公众意见，制订了《网络安全法》法律草案。

　　法案制定了网络安全义务，包括程序性、自行评估、报告及合作义务，以及关键基础设施的公共营运者的义务等。建议设立“网络安全主要负责人”的职位，并要求有关人员须具备适当资格及专业经验。在发生网络安全事故时，须通知预警及应急中心，并将有关事实告知相关监察实体。法案强制要求营运者定期自行评估，同时须向监察实体提交网络安全报告。

　　上述关键基础设施营运者，除包括所有公共部门、机关及实体，还有运输、电讯、银行及保险、娱乐场幸运博彩经营者、医疗卫生、港口、水电供应，以及视听广播经营者等11个私人领域。

　　梁庆庭提到，若违反网络安全义务，会被处以澳门币5万元至500万元罚款，并设有附加处罚。附加处罚是指，若无设置网络安全主要负责人又或有关负责人无适当的资格或专业经验，可被剥夺参与特区政府购置物品或取得服务公开招标的权利，又或剥夺接受特区政府发出津贴或利益的权利，最长2年。

　　“实名制”是本法案的一大焦点，建议网络经营者应核查及登记客户的身份资料，针对生效前购买、无需预先提供身份数据的预付式SIM卡，网络经营者须于法案生效后60日内向购买者或用户要求提供身份数据。

　　保安司司长办公室顾问陈轩志表示，若上述SIM卡用户在接到通知的60日内不补交资料，网络经营者将停止激活该预付卡。本法只针对由澳门网络营运商发出、在澳门生效的电话卡，不适用于海外营运商的电话卡。至于电话卡分销商与有关网络营运商属合作关系，本法只针对后者。

　　法案也建议保存及提供网络地址转换纪录，网络经营者向用户提供互联网接入服务时，应将用户私人互联网地址与互联网公共网络地址的转换纪录保存1年。梁庆庭称，相关监察只是流水式的检测数据流量，不会作任何保留及纪录，不会译码网络内容及译码。网络安全与社会及市民福祉息息相关，制定有关制度能更好保障网络安全及社会运行。

　　此外，法案建议澳门网络安全体系由网络安全常设委员会、网络安全事故预警及应急中心及网络安全监察实体组成。网络安全常设委员会为特区政府的决策机关，主要负责制定实现网络安全目标的一般性及策略性的方向及目的。网络安全事故预警及应急中心由在网络安全方面具特别技术职权的公共实体组成，并由司法警察局统筹，职责主要包括管理及执行紧急事故应对措施。网络安全监察实体是对关键基础设施营运者履行网络安全监察职责的实体。

Many hotel guests might be surprised to discover that hotels actually use normal, store-bought laundry detergent, similar to what is in many households. It is important for hotels to use normal detergent instead of professional grade detergent because of pH. Normal detergent that can be purchased in grocery stores typically has a neutral pH, while the harsher, more professional grade detergent is often basic, or has a high pH. This high pH can be very harsh on sheets and towels, breaking down the fibers more quickly than when more neutral detergent is utilized.

One way to keep towels fresh and mildew-free is to hang up the towels after use. Hotels encourage this practice with guests by displaying a card in the bathroom with the instructions to hang up the towels. When a towel is not hung up to dry after use, mildew can grow on the towels much easier, leading to a musty smell, even after laundering. The simple act of hanging a towel can help avoid mildew smells in the towels.

A very helpful way to keep linens fresh is by not under filling or overfilling a washing machine. Filling a washing machine too much does not allow for sufficient mechanical action to clean the clothes. On the other hand, not filling up a washing machine enough allows for too much mechanical action, causing the linens to break down faster. It is appropriate to fill a washing machine to approximately 80 percent of the machine’s capacity.

Washing machine settings are also very critical for keeping linens and towels looking fresh and spotless. The washing time needs to be selected based on the need of the laundry being washed. Selecting the same setting every time, no matter the state of the laundry, will not benefit linens in any way. If linens are washed for too long, the fabric can break down quickly, and if they are not washed for long enough, stain removal can be difficult.

It is also important to wash linens on a warm setting, not too hot and not too cold. Washing sheets and towels in cold water does not clean the linens thoroughly, allowing for some bacteria and dust mites to remain. However, because of the frequency of washes, washing those same linens in hot water can damage the fabric very quickly.

Vinegar is also a helpful tool for keeping hotel sheets and towels fresh. When used in place of fabric softener, vinegar removes bacteria and freshens fabrics. Traditional fabric softener coats fabrics with a film, making it difficult to thoroughly clean the linens. After washing these linens using detergent and vinegar as fabric softener, hotel towels and sheets will smell clean and will not smell like vinegar at all.

Finally, one critical component of keeping hotel towels and linen smelling and looking clean is to clean the washing machines regularly. If mildew grows in a washing machine, that smell is quickly transferred to the laundered linens, even if they are clean. By being proactive and cleaning the washers on a regular basis, this mildew smell can be avoided.

Hotels that follow these seven steps for cleaning linens will ensure fresh sheets and towels for hotel guests. Guests can immediately tell the difference if the sheets or towels have not been laundered appropriately. Additionally, these laundry methods also help extend the life of hotels’ linens, leading to lower costs for the hotel and the customer.

The actual usage and dilution should base on the textile and fabric condition. The smallest diluted concentration shouldn’t less than 35%. 

For best result, it is suggested to adjust the amount of ML-Y200 add base on the condition of lipid sains need to be emulsify in order to achieve the best and cost effectively amount usage.

When use ML-Y200 as prewash or individually, it is suggested to use 50-100 grams of ML-Y200 for 100KGS of fabric. When use in main washing, ML-Y200 can add with other detergent into washer; When use to remove lipid stains, it can uses sprayer to spray ML-Y200 on stains, and leave 5-10 mins before put into washing machine to main wash.

Temperature: 25℃- 85℃. For heavy stains, temperature of water should around 30℃ to 50℃

anti-staining detergent. It is composite made of the chemical adjuvant and chemicals, which
